RCAT was created by Le Cap: Centre d'apprentissage et de perfectionnement : founder and project manager. RCAT's mandate is to assist adults of Prescott-Russell with the retraining process. RCAT also plays an important role in local planning and coordination as well as start up of joint training programs in the area. It is the only bilingual, multi-sector one stop referral and training centre in Ontario. To achieve this, RCAT:
-
accommodates clients in such a way that stress related to retraining is minimized;
-
identifies the needs of the clients;
-
identifies specific literacy needs (literacy screening);
-
assesses the basic first language and mathematics competencies of the clients;
-
directs the clients to the training centre and/or programs best suited to their needs and their level of competency;
-
conducts a client follow-up;
-
when required, advises clients of other types of training available;
-
advises the referral centre of the client's status up to the time of their registration with a training centre.
- gathers statistics on competencies and training needs;
